Abstract:

Wie kann die Arbeit im Dienstleistungssektor so organisiert werden, daß diejenigen, die sie tun, dabei immer mehr lernen, sich immer weiter qualifizieren, ihre Kompetenzen weiterentwickeln und ihre so erworbenen Kenntnisse, Fähigkeiten und Fertigkeiten so wieder auf ihre Arbeit anwenden, daß Innovationen möglich werden und die Produktivität steigt? Diese Frage stellt sich den Mitgliedern von Betriebsräten, weil sie nach § 96 Betriebsverfassungsgesetz gemeinsam mit dem Arbeitgeber die Berufsbildung der Arbeitnehmer zu fördern haben. Sie stellt sich ihnen um so mehr, wenn sie Weiterbildung mit Personalplanung und Arbeitsablauforganisation verknüpfen und prozessorientiert im Sinne strategischer Betriebsratsarbeit mitgestalten wollen. Alle mir bekannten Reorganisationskonzepte wirken sich unmittelbar auf betriebliche Weiterbildung aus. Denn sie verlangen von tendenziell allen Arbeitnehmern den permanenten Erwerb neuer Qualifikationen, regelmäßig auch über traditionelle Berufs- und Hierarchiegrenzen hinweg. Wer aber auf eigenmotivierte, aktive Mitarbeiter und deren ständige Weiterentwicklung angewiesen ist, muß ihre subjektiven Vorstellungen von dem, was sie tun und lernen wollen, aufgreifen. Die Trennung persönlicher Selbstverwirklichung und "Selbstentwicklung" von berufs- oder tätigkeitsbezogenem Lernen ist in der modernen Arbeitswelt nicht nur formal immer schwieriger, sondern sie wird auch immer disfunktionaler. PAUL-KOHLHOFF begreift die planmäßige Weiterentwicklung von Kompetenzen und Qualifikationen unabhängig vom Lernort - und also auch im Prozeß der Arbeit - immer als Teil von Weiterbildung. Damit wird auch die lernförderliche Gestaltung der Arbeitsbedingungen und der Arbeitsorganisation zum Gegenstand von Berufspädagogik und Weiterbildung. Ein solches Verständnis von Weiterbildung geht in Anerkennung heutiger Realitäten über die Definition des Deutschen Bildungsrats von 1970 hinaus, der Weiterbildung als "Fortsetzung oder Wiederaufnahme organisierten Lernens nach Abschluß einer ... ersten Bildungsphase" bestimmte und vom "kurzfristigen Anlernen oder Einarbeiten am Arbeitsplatz" trennte. Es bedarf der kollektiven, gewerkschaftlich organisierten Mitbestimmung unternehmerischer Entscheidungen aus den gemeinsamen Interessen aller Arbeitnehmerinnen und Arbeitnehmer heraus. Diese Grundsatzfrage ist unmittelbar mit dem Thema Weiterbildung verknüpft. Denn der betriebswirtschaftliche Ansatz, der auf intelligente Arbeit durch Entfaltung der Gestaltungskompetenzen möglichst aller Mitarbeiter setzt, ist auf Weiterbildung angewiesen und bedeutet letztlich selbst permanente Weiterbildung durch lernförderliche Arbeitsgestaltung, während der "neotayloristische", Managementansatz mit Dequalifikation technisch substituierter Tätigkeiten ebenso einhergeht wie mit einer Personalentwicklung" des Heuerns und Feuerns ad hoc benötigter Fertigkeiten.

The permanent renewal of production technologies and production concepts leads to a far-reaching change of social structures. Workers have to develop a lot of new skills and competencies corresponding to the permanent redesign of their workplaces. In this context, development of competencies means both: the training of skills and the corresponding change of work organization. Therefore the precondition of a successful development of competencies in an establishment is the introduction of not only a corporate culture, but also an organization of work which is conducive to learning. The thesis claims to inquire into the worker’s and the trade union’s possibilities to co-determinate such a development of competencies within their establishments, focussing on the tertiary sector. Hereby education, training and learning gain a special meaning. They have to help people looking for orientation in times of social changes, to help them developing the competence of establishing coherence. They have to help finding new ways to combine economic needs with worker’s interests. They have to help developing those skills permanently that are needed to sell working power for a wage that enables the claimed quality of life. Because these processes of education and training last lifelong, continuous training gets more and more important. The undertaking is not only the place of this learning. It is also the source of the new organization as a consequence of the "de-bounding” of work and working power. This process of "de-bounding” reaches as far as basic competencies of living and personality become key skills of "working power entrepreneurs”. Among the actors in German establishments, members of the works councils play a key role. To act that part well, they have to understand the new types of individual and collective worker’s interests in in-service training and development of competencies. Trade unions as voluntary bonds of workers as well as political and legal partners of the works councils are challenged to reform the educational system on the level of society to keep and promote the economic, social, vocational and cultural interests of their members and thereby to shape a framework for the works councils overlapping the different establishments. Therefore educational and training policy is an important element of the socio-politic program of the trade unions. In my opinion the question of co-determination new types of work organization will be closely linked with the question if workers, represented by their works councils and their trade unions, will be able to co-determinate strategic management decisions which set the skeleton terms of in-service training.
