Abstract:

Das Management und die strategische Steuerung von Geodateninfrastrukturen (GDI) sind Herausforderungen, die sich aktuell in vielen Organisationen, die GDI aufbauen oder betreiben stellen, seien es nationale, regionale oder lokale GDI-Initiativen. Die Aufgabe besteht darin, die meist projektbasiert aufgebauten Strukturen innerhalb der beteiligten Organisationen zu verstetigen oder bereits etablierte GDI-Prozesse, vor dem Hintergrund technologischer Weiterentwicklungen sowie organisatorischer Neuausrichtungen einzuordnen und sich in ihrer weiteren Entwicklung zukunftssicher aufzustellen. Hierzu gehört auch, die Wirkung von GDI gegenüber Entscheidungsträgern darzulegen, um die benötigten Ressourcen zu rechtfertigen. Der Evaluation im Allgemeinen und dem Qualitätsmanagement im Besonderen kommt hier eine entscheidende Rolle zu. Die Anforderungen an GDI und die Ziele, die mit dem Aufbau und dem Betrieb von GDI verfolgt werden sind umfassend. Sowohl auf Bundesebene als auch auf Ebene der GDI in den Ländern und Kommunen liegen umfassende Qualitätsansprüche an GDI vor. Dies beinhaltet z. B. die Qualität von Abstimmungen in größeren, ressortübergreifenden Zusammenhängen, wie die Bereitstellung von Geodatenressourcen für Prozesse des E-Governments und der Digitalisierung. Des Weiteren kommt GDI als funktionierenden Netzwerken im Sinne von Motivation zur Mitwirkung sowie vertikaler und horizontaler Vernetzung, z. B. mit GDI-Organisationen derselben Verwaltungsebene bzw. in der Einordnung in überregionale GDI-Initiativen eine besondere Bedeutung zu. Eine konkrete Überprüfung der Qualität war jedoch bislang auf die technischen Komponenten von GDI beschränkt. Experten aus den in Deutschland am Aufbau von GDI beteiligten (Verwaltungs-) Organisationen bestätigen die ganzheitliche Qualitätssicht. Ihre Erwartungen und Anforderungen, sowie Ziele, die deutschlandweit mit dem Aufbau und dem Betrieb von GDI verfolgt werden und die Erkenntnisse aus bestehenden Forschungsarbeiten stellen die Basis dar für ein umfassendes Qualitätsmanagement für GDI. Für die Umsetzung wurde auf das Common Assessment Framework (CAF) als etablierter Rahmen und Qualitätsmodell, in dem Organisationen, insbesondere Verwaltungsorganisationen abbildbar sind, zurückgegriffen. Mittels gezielter Anpassungen und der Konzeption eines Vorgehensmodells zur Einführung liegt im Ergebnis eine Lösung zur Umsetzung eines umfassenden Qualitätsmanagements für GDI vor, deren Anwendbarkeit in zwei unterschiedlichen Transferbeispielen innerhalb einer Fallstudie bestätigt ist. Beispielhafte Indikatoren zur Bewertung und Identifizierung von Wirkungszusammenhängen werden in einem Indikatorenkatalog zur Verfügung gestellt und ein Methodenwerkzeugkasten ergänzt die Beschreibung von unterstützenden Instrumenten zur praktischen Umsetzung. Es wird ein auf die Anwendung für GDI ausgelegtes umfassendes Qualitätsmanagement bereitgestellt, das nicht nur als Werkzeug zur Evaluation und Kommunikation, sondern auch zur strategischen Steuerung von GDI, für eine nachhaltige (Weiter-) Entwicklung von GDI eingesetzt werden kann und einen Beitrag zur Verbesserung von Prozessen und Organisationsstrukturen darstellt.

The management and strategic governance of spatial data infrastructures (SDI) are challenges that are currently faced by many organizations that establish or operate SDI, whether they are national, regional or local SDI initiatives. The task is to stabilize the mostly project-based structures within the participating organizations or to align already established SDI processes against the background of technological developments and organizational realignments and to position themselves future-proof in their further development. This also includes demonstrating the impact of SDI to decision-makers in order to justify the required resources. Evaluation in general and quality management in particular play a significant role here. The demands for SDI and the goals that are pursued with the establishment and operation of SDI are comprehensive. There are comprehensive quality requirements for SDI at national level as well as at the level of the SDI in the federal states and municipalities. This includes, for example, the quality of coordination in larger, interdepartmental contexts, such as the provision of spatial data resources for e-government and digitalization processes. Furthermore, SDI should function as networks, encourage participation, and support integration into higher-level SDI. However, a concrete examination of quality has so far been limited to the technical components of SDI. Experts from the (administrative) organizations involved in the development of SDI in Germany confirm the comprehensive view of quality. Their expectations and requirements, as well as goals pursued throughout Germany with the establishment and operation of SDI and the findings from existing research work, form the basis for a comprehensive quality management for SDI. For the implementation, the Common Assessment Framework (CAF) was used as an established framework and a quality model in which organizations, especially administrative organizations, can be mapped. By making specific adaptations and the conception of a procedure model for the implementation, a solution for the implementation of a comprehensive quality management for SDI is available as a result. The applicability is confirmed in two different transfer examples within a case study. Exemplary indicators for the evaluation and for the identification of cause and effect relationships are provided in an indicator catalogue. In a method toolbox, additional supporting instruments for the introduction of quality management are described. A comprehensive quality management designed for application to SDI is provided, which can be used not only as a tool for evaluation and communication, but also for the strategic governance of SDI, to enable a sustainable development and evolution of SDI and to contribute to the improvement of processes and organizational structures.
