Abstract:

Die vorliegende Dissertation beschäftigt sich mit den allenthalben unterschätzten Entwicklungschancen einer transnationalen Demokratie. Während z.B. in der Europäischen Union längst Formen transnationaler Governance praktiziert werden, ist die Demokratietheorie noch immer an das Modell des Nationalstaates bzw. territorial-repräsentative Demokratiekonzepte (wie z.B. Parlamentarismus und Föderalismus) gefesselt. Auf der Grundlage einer rahmen- und codetheoretischen Re-Konzeptionalisierung des öffentlichen Raumes werden die Bedingungen ermittelt, unter denen sich ‘transnationale sektorale Demoi’ konstituieren können – mithin die soziale Basis einer transnationalen Demokratie. Des weiteren wird ein konkreter Vorschlag gemacht wie unter diesen neuartigen Gegebenheiten die transnationale politische Soziologie der Europäischen Union zwischen Expertokratie und Identitätspolitik identifiziert und analysiert werden kann.

The theses tries to come to terms with the ongoing processes of deterritorialisation and sectoralisation of politics. Already new modes of transnational governance have been established while the concept of democracy is still connected to the nation-state and forms of representative government. Therefore the theses examines the social conditions of the development of ‘transnational sectoral demoi’ – arguing in favour of a frame- and codetheoretical reconceptualisation of the public space. On that basis a certain proposal is given how the political sociology of the European Union can be identified and analysed avoiding the shortcomings what is known as the politics of identity and the rule of experts.
