Abstract:

Lesben und Schwule erweisen sich nicht nur aus gesellschaftlicher und politischer Sicht, sondern auch aus wissenschaftlicher Perspektive als Bevölkerungsgruppe von wachsendem Interesse. Dabei kann die organisierte Interessenvertretung von Lesben und Schwulen – in Form von Lesben- und Schwulenverbänden, als zentraler Akteur angesehen werden, um den Interessen respektive Forderungen nach politischer und rechtlicher Anerkennung bzw. Gleichstellung gleichgeschlechtlicher Personen und Paare Geltung zu verleihen. Vor allem das Politikfeld der Familienpolitik erweist sich hierbei als der wichtigste Bezugspunkt für die Interessenvertretung von Lesben und Schwulen. Allerdings scheint die Artikulation wie auch Vermittlung verbandlicher Interessen von Lesben und Schwulen im familienpolitischen Prozess mit erheblichen Problemen verbunden zu sein. Vor diesem Hintergrund geht die vorliegende Arbeit der Frage nach, warum die bundesweit tätigen Lesben- und Schwulenverbände innerhalb der deutschen Familienpolitik sowohl eine Artikulations- als auch Vermittlungsschwäche aufweisen. Zur Klärung der Forschungsfrage werden drei Erklärungsfaktoren herangezogen: Erstens, die institutionellen Rahmenbedingungen von Familienpolitik. So ergeben sich aufgrund der normativen Orientierung als auch des Mehrebenen- und Multiakteurscharakters des Politikfelds eminente Konsequenzen für die Artikulation und Vermittlung von Interessen. Zweitens, die Akteurs- und Interessenkonstellation im Politikfeld. Demnach addiert sich die Struktur der beteiligten staatlichen und nicht-staatlichen Akteure zu einer spezifischen Akteurs- und Interessenkonstellation, die maßgeblich die Artikulation und Vermittlung von Interessen beeinflusst. Und drittens, die zur Verfügung stehenden Strategien und Instrumente von Lesben- und Schwulenverbänden im Rahmen der verbandlichen Artikulation wie auch Vermittlung von Interessen. So führen die zur Verfügung stehenden Ressourcen als auch die Organisationsstrukturen von Lesben- und Schwulenverbänden zu spezifischen Strategieoptionen und schlagen sich schließlich im Strategie- und Instrumenteeinsatz der Verbände nieder. Bei der empirischen Klärung der hier aufgeworfenen Forschungsfrage stützt sich die Arbeit auf eine eigens durchgeführte quantitative Befragung per standardisierten Fragebogen sowie auf eine qualitative Expertenbefragung mittels Leitfadeninterview.

Lesbians and gays are proving to be a population group of increasing interest, not only from a social and political point of view, but also from a scientific perspective. In this context, the organized representation of interests of lesbians and gays - in the form of lesbian and gay associations - can be regarded as the central actor in order to assert the interests or demands for political and legal recognition or equality of same-sex people and couples. Above all, the policy field of family policy proves to be the most important reference point for the representation of lesbians and gays. However, the articulation as well as mediation of associated interests of lesbians and gays seems to be connected with considerable problems in the family policy process. Taking this into consideration, the present work investigates the reasons why lesbian and gay associations - active throughout Germany - have both an articulation as well as a mediation weakness within the German family policy. Three explanatory factors are used to clarify the research question: First, the institutional conditions of family policy. This results in eminent consequences for the articulation and mediation of interests due to the normative orientation as well as the multilevel and multiactor character of the policy field. Secondly, the actor and interest constellation in the policy field. Accordingly, the structure of the involved state and non-state actors results in a specific actor and interest constellation which affects the articulation and mediation of interests decisively. Thirdly, the available strategies and instruments of lesbian and gay associations in the context of associated articulation such as mediation of interests. Thus, the available resources as well as the organizational structures of lesbian and gay associations lead to specific strategy options and are ultimately reflected in the strategy and instrumental use of the associations. The research question raised here is empirically clarified by conducting a specially developed quantitative survey using standardized questionnaires as well as a qualitative expert survey by means of a guided interview.
