Abstract:

Das zentrale Interesse der Arbeit ist es, zum einen die Anforderungen an ein effektives Kontrollregime für biologische Waffen (BW) zu erarbeiten und zum anderen die Erfolgsbedingungen eines solchen Regimes zu ermitteln, um so Aussagen über die Chancen einer effektiven Kontrolle biologischer Waffen machen zu können. Angesichts der Tatsache, daß im Bereich der Massenvernichtungswaffen (nukleare, biologische und chemische Waffen) die Proliferation der chemischen und der nuklearen Waffen durch effektive Regime kontrolliert wird, die Kontrollmechanismen im Bereich der biologischen Waffen jedoch nach wie vor unzureichend sind und die laufenden Verhandlungen zur Stärkung der bestehenden BW-Kontrolle nur sehr zögerlich vorangehen, wurde die Untersuchung vergleichend angelegt. Dadurch können die Erfahrungen mit dem Zustandekommen und der Effektivität der bereits bestehenden zwei Kontrollregime für die Analyse der Realisierungschancen einer effektiven BW-Kontrolle genutzt werden. Kapitel 1 befaßt sich mit den spezifischen Eigenschaften biologischer Waffen sowie mit der biotechnologischen Entwicklung der vergangenen Jahre und den daraus resultierenden möglichen Implikationen für die Weiterentwicklung BW. In Kapitel 2 werden die Kriterien für ein effektives Kontrollregime erarbeitet und operationalisiert. In Kapitel 3 werden sechs Hypothesen über die Ursachen für den schleppenden Verhandlungsverlauf zur Stärkung der BW-Kontrolle entwickelt. Anschließend wird die Methode der vergleichenden Hypothesenprüfung erläutert. In Kapitel 4 wird eine umfassende empirische Bestandsaufnahme der drei Fälle vorgenommen, die anhand der in Kapitel 2 entwickelten Effektivitätskriterien strukturiert wird. Die Auswertung belegt die der Untersuchung zugrundegelegte Annahme, daß das nukleare und das chemische Kontrollregime als ausreichend effektiv betrachtet werden können, bei der Kontrolle der biologischen Waffen jedoch noch einige Schwachstellen zu bemängeln sind. In Kapitel 5 werden die bisherigen Bemühungen um die Effektivierung der Kontrolle biologischer Waffen darauf hin untersucht, ob sie bislang dazu beitragen konnten, die in Kapitel 4 festgestellten Mängel zu beseitigen. In Kapitel 6 erfolgt die vergleichende Überprüfung der Hypothesen. Ziel ist es dabei sowohl Aussagen über die Relevanz der Hypothesen machen zu können, als auch die Chancen einer effektiven Kontrolle biologischer Waffen bewerten zu können.

The study focuses on the chances of an effective control of biological weapons (BW). This is done in two steps. First the criteria of effective control are developed and second the conditions of a successive realisation of such a regime are examined by comparison. In the area of weapons of mass destruction (nuclear, chemical and biological weapons) the proliferation of nuclear and chemical weapons already is controlled by effective mechanisms. Only the control of biological weapons is still insufficient and the negotiations on an effective control of BW proceed very slowly. Under these circumstances the method of comparison was considered appropriate, because by comparing the three cases the experiences with the realisation and the effectiveness of the two existing regimes can be used for analysing the chances of an effective control of biological weapons. Chapter 1 deals with the specific characteristics of biological weapons, the biotechnological development of the last years and the potential implications for the further development of biological weapons. In chapter 2 the criteria for an effective control of biological weapons are developed and operationalised. In chapter 3 six hypothesis on the causes for the slow progress in the negotiations on strengthening the BW control mechanisms are developed. Also the method of comparison is explained. In chapter 4 the three cases are analysed with the help of the criteria developed in chapter 2. The result of this analysis shows that the assumptions of the beginning were correct: the nuclear and the chemical control mechanisms can be considered effective and the control of biological weapons still lacks effectivity in some areas. Chapter 5 focuses on the question, if the ongoing negotiations on strengthening the control of biological weapons could by now help to overcome the existing lacks of control in the BW-regime. In chapter 6 the hypothesis are tested with the comparative method. With this test statements first on the relevance of the hypothesis and second on the chances of an effective control of biological weapons shall be possible.
