Abstract:

Die Einschätzung der Public-Private-Partnership(PPP)-Eignung eines Pflegeheimprojekts stellt für die Auftraggeber sowohl in Frankreich als auch in Deutschland eine komplexe Aufgabe dar. Das Ziel der Forschungsarbeit, welche mit der vorliegenden Dissertation dokumentiert ist, besteht in der Entwicklung einer Entscheidungshilfe für potenzielle Auftraggeber von PPP-Pflegeheimprojekten. Im Fokus dieser Arbeit steht die erste Phase der Wirtschaftlichkeitsuntersuchung, die mit der Durchführung des PPP-Eignungstests endet. Als Forschungsmethodik wurde die Fallstudienanalyse angewendet. In einem einleitenden Schritt wurde eine explorative Untersuchung anhand von 11 Experteninterviews durchgeführt. In einem nächsten Schritt erfolgten 16 Experteninterviews mit PPP-Projektträgern in den Teilsektoren Bildung, Kultur, Sport und Verwaltung, um die Motive und Ziele von PPP-Projekten zu ergründen. Anschließend wurden 28 Experteninterviews mit PPP-Projektträgern des Teilsektors Pflegeheim geführt. Bei diesen Interviews lag der thematische Schwerpunkt sowohl auf den Motiven und Zielen von PPP-Projekten als auch auf den wichtigsten PPP-Parametern. In einem nächsten Schritt wurden die Erkenntnisse aus der Auswertung der in Frankreich durchgeführten Interviews hinsichtlich der wichtigsten PPP-Merkmale und Projekterfahrungen zusammengeführt. Im Ergebnis konnten acht Erfolgsfaktoren herausgearbeitet werden. Basierend auf diesen Erfolgsfaktoren wurde eine Entscheidungshilfe für potenzielle Auftraggeber von PPP-Pflegeheimprojekten entwickelt. Dabei handelte es sich um die Ableitung von Prüfkriterien, welche die Beurteilung der PPP-Eignung eines Projekts ermöglichen. Für jedes Prüfkriterium wurden Anhaltspunkte für die Bewertung vorgegeben. Anschließend wurde gezeigt, wie diese Entscheidungshilfe zur Bewertung eines Projekts eingesetzt werden kann und wie die Ergebnisse der Bewertung grafisch veranschaulicht werden können. Um dieses Bewertungsraster zu validieren wurden alle französischen und deutschen untersuchten PPP-Pflegeheimprojekte anhand der Entscheidungshilfe betrachtet.

Assessing the suitability of public-private partnerships (PPP) for nursing home projects is a complex task for public authorities in both France and Germany. The aim of this research work, which is documented in this doctoral thesis, is to develop an tool for the decision-making process of public authorities regarding PPP-based nursing home projects. The focus of this work is the first phase of the feasibility study, which ends with the realization of the PPP suitability test. The case study analysis was selected as the research methodology for this work. In an introductory step, an exploratory study was carried out using 11 interviews. In a next step, 16 interviews were conducted with PPP public partners from the sectors of education, culture, sport and administration in order to explore the motives and goals of PPP projects. Subsequently, 28 interviews were conducted with public partners of PPP nursing homes. These interviews focused on both the motives and goals of PPP projects and on the most important PPP characteristics. In a next step, the findings of the interviews carried out in France were evaluated with regard to the most important PPP characteristics and project experiences. As a result, eight success factors were identified. Based on these, a decision-making tool towards potential public partners of PPP nursing home projects was developed. This involved a checklist of test criteria that enables the assessment of the suitability of a project as PPP. Points of reference for the evaluation were specified for each test criterion. Finally, this decision-making tool was validated against the investigated French and German PPP nursing home projects and the results of the evaluation were graphically represented.
