Abstract:

Aufgrund des fortschreitenden Klimawandels, schwindender fossiler Energieressourcen und zunehmender geopolitischer Abhängigkeiten steht die Energiepolitik vor der Aufgabe, die Energiebereitstellung auf erneuerbare Energien umzustellen. Damit einher geht die Notwendigkeit, die bestehende Infrastruktur der Energieübertragung anzupassen, indem neue Trassen gebaut, bestehende Netze nachverstärkt und Speicher errichtet werden. Zunehmende Energiekosten und der kontinuierliche Anstieg des weltweiten Energiekonsums er-fordern, die Effizienz im Wohnungswesen, der Industrie sowie im Verkehr zu heben. Dies bedingt eine Modernisierung, Flexibilisierung und Digitalisierung der Energienutzung, so-dass Energieangebot und Nachfrage zukünftig besser aufeinander abgestimmt werden können. Der Ruf nach mehr Zentralisierung und einem stärkeren „lead“ in der Energiewende Deutschlands mag kurzfristige politische Entscheidungen begünstigen und Politikblockaden reduzieren, der langfristigen Zielerreichung und Performanz der Energietransformation wird er jedoch nicht gerecht. Der Vergleich zwischen Deutschland und Österreich macht vielmehr deutlich, dass die Energiepolitik in Deutschland nicht an der Komplexität föderaler Verhandlungsstrukturen und informeller Netzwerke versagt, sondern dass es ihr daran im erheblichen Maß fehlt.

This thisis examines Austrians and Germany energy governance system. It concentrates on the institutional coordination of energy policy with particular emphasis on transitional issues. Due to the advancing climate change, dwindling fossil energy resources and increasing geopolitical dependencies, energy policy is faced with the task of transforming energy supply to renewable energies. This goes hand in hand with the need to adapt the existing infrastructure for energy transmission by building new transport infrastructure, reinforcing existing grids and constructing storage facilities. Rising energy costs and the continuous increase in global energy consumption demand that efficiency in housing, industry and transport be increased. This requires modernization, flexibilization and digitalization of energy use in the future. The call for more centralization and a more powerful "lead" in Germany's energy transformation may favor short-term political decisions and reduce political blockades, but it does not fulfill the long-term goals and performance of energy transformation. In fact, the comparison between Germany and Austria makes it clear that energy policy in Germany does not fail because of the complexity of federal negotiating structures and informal networks, but that it lacks such governance structures to a considerable degree.
